At the end of 2021, the South African Government will approach the World Bank for a USD $2 billion
loan in order to upgrade its Power infrastructure from the beginning of 2022. You may use Figures
Q1.1 and Q1.2 to assist you in reaching a solution.
At the beginning of 2019, South Africa’s GDP was 351.4 billion USD and historical data shows that the
value of Infrastructure Stocks per capita for South Africa increases by 1% per annum. South Africa is
a middle-income country with an estimated beginning-of-2019 population of 58.56 million and this
is expected to grow at 2% per annum.
Is the USD $2 billion loan justified considering that an investment of more than 50% of the value of
the existing Power infrastructure is considered wasteful and typically beyond the capacity of existing
institutions to manage? If the USD $2 billion is not justified, recommend to the World Bank the
amount to be loaned to South Africa
